The ex-post evaluation of the 2007-2013 ETC programmes has been carried out and published by the European Commission.

The evaluation consists of a set of 15 working packages most of them thematic in nature (e.g.: Data collection and quality assessment, Small and medium sized enterprises, innovation, ICT, Transport, Environment, Geography of expenditures, Urban development and Social infrastructure and many more). The work page no. 11.  dealt with the topic of the European Territorial Cooperation. This evaluation measured what results had been achieved via co-operation programmes across Europe in field of research, technology and innovation, environmental protection and enhancement, and capacity building. 12 case studies have been developed and a final report summarizing the results.

One of these case studies was carried out within the Hungary-Slovakia Cross-border Cooperation Programme 2007-2013 regarding the support requested for capacity-building. Apparently capacity-building received less attention from the local stakeholders than it was initially expected. 27 projects were finally funded under axis 1.5 for a total of EUR 3.5 Million with the aim of development of capacities to enter into cross-border cooperation and even more specifically to participate in the CBC programme. Two other kinds of achievement have been noted, on one hand the development of joint tools, mainly in the field of nature and biodiversity protection and in particular in flood prevention, and on the other hand joint planning activities between cross-border municipalities or for managing common natural resources.
